Note: The job is a remote job and is open to candidates in USA. RPG is seeking a Senior Administrative & Payroll Manager to oversee payroll operations for a multi-state workforce. The role leads payroll and administrative staff, ensures union and non-union payroll compliance, manages employee records and timekeeping systems, and partners with HR, Finance, and Operations on process improvements.


Responsibilities

  • Oversee end-to-end payroll processing for multi-state hourly, salaried, union, and non-union employees
  • Ensure accurate pay calculations including prevailing wage, Davis-Bacon requirements, certified payroll, and union rate schedules
  • Maintain payroll compliance with federal, state, and local regulations
  • Monitor and update wage classifications, fringe benefits, deductions, and job costing allocations
  • Manage payroll audits, reconciliations, and reporting
  • Administer payroll elements outlined in collective bargaining agreements, including wage rates, pension contributions, apprenticeship classifications, and union dues
  • Prepare and submit required union reports, trust fund contributions, and certified payroll documentation
  • Stay current on legislative changes impacting labor, payroll, construction, and wage compliance
  • Lead and mentor a payroll/admin team of 3-5 employees, providing direction, coaching, and workflow oversight
  • Establish and maintain high standards for accuracy, timeliness, and service delivery
  • Develop training materials, SOPs, and process improvements to increase efficiency and reduce errors
  • Oversee timekeeping systems, payroll software, and related reporting tools
  • Partner with HR, Finance, and Operations to improve data flow, job costing accuracy, and field reporting
  • Support system upgrades, vendor management, and automation opportunities
  • Ensure accurate employee records, onboarding documentation, worksite assignments, and status changes
  • Coordinate with HR on benefits administration, employment changes, and regulatory filings
  • Produce payroll metrics and executive reporting as needed

Skills

  • 7+ years of payroll experience, including construction industry payroll
  • Strong experience processing union payroll and interpreting collective bargaining agreements
  • Deep knowledge of Davis-Bacon, prevailing wage, certified payroll reporting, and multi-state compliance
  • Previous experience leading a payroll or administrative team
  • Proficiency with payroll systems and advanced Excel skills
  • Excellent attention to detail, problem-solving skills, and ability to manage deadlines
  • Primarily consists of sedentary work with prolonged periods of sitting at a desk and working on computer or using telephone
  • Frequent sitting, talking, hearing and repetitive motions
  • Walking standing reaching pushing pulling lifting required occasionally
  • Close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer screen
  • Responsibility for various tasks carried out in the corporate office or home office
  • Must be able to lift up to 15 pounds
  • Experience with job-costing environments and field-based time tracking solutions
  • Strong understanding of employment laws, labor classifications, and wage determination processes
  • Prior experience in construction, welding, industrial services, or similar trades
  • Travel required up to 20%, attending meetings, as scheduled
