Job Description:

Company Overview

Benchmark Utility Services is a premier design-build site and underground utility construction firm that has completed over 500 projects in the span of a decade. With a heavy focus on mission-critical facilities, our teams collaborate seamlessly to ensure our customers receive the highest level of service in the construction industry. Our success is fueled by an exceptional workforce, and we are scaling quickly in the construction and utility infrastructure space. We are investing in the talent engine that will power that growth.

Job Summary

The Talent Acquisition Recruiter partners closely with the Talent Acquisition Manager, HR leadership, and hiring managers to attract, evaluate, and secure talent across the business. This role manages full-cycle searches for positions ranging from Project Managers and field leadership to corporate functions, guiding candidates from first outreach through accepted offer.

This is more than a requisition-filling role. The recruiter builds trusted relationships, provides practical market insight, finds hard-to-reach talent, and delivers a responsive, professional candidate experience.

The ideal candidate is a resourceful recruiter with strong sourcing skills, sound judgment, and the ability to manage multiple priorities while helping Benchmark compete for talent in the market.

Key Roles & Responsibilities

· Manage full-cycle recruiting across field and corporate functions, including construction Project Managers, Assistant Project Managers, foremen, technicians, and other critical roles.

· Partner with hiring managers to understand workforce needs, clarify role requirements, and provide practical market insight throughout the hiring process.

· Source and engage candidates through LinkedIn Recruiter, job boards, referrals, trade schools, associations, and local networks.

· Deliver a responsive, professional candidate experience from first contact through onboarding.

· Track recruiting activity and outcomes, including time-to-fill, source effectiveness, pipeline health, and offer acceptance.

· Maintain accurate ATS records, support EEO/OFCCP compliance, and ensure complete recruiting documentation.

· Coordinate interviews, gather timely feedback, manage candidate communication, and help move hiring decisions forward.

· Represent Benchmark’s employer brand and build trusted relationships within the construction and utility talent market.

· Perform additional duties as assigned.

Required Qualifications

· Five or more years of full-cycle recruiting experience, preferably in construction, utilities, infrastructure, skilled trades, or a closely related industry.

· Bachelor’s degree in a relevant field or an equivalent combination of education and experience.

· Demonstrated success recruiting for critical roles such as Project Managers, Assistant Project Managers, field leadership, technicians, and corporate functions.

· Strong sourcing skills and the persistence to identify and engage passive candidates.

· Comfort using recruiting data and ATS reporting to organize priorities and improve results.

· Ability to work independently in a remote environment while staying closely connected to hiring managers and a distributed team.

Preferred Qualifications

· Fluency in English and Spanish, written and verbal.

· HR certification, such as SHRM-CP, SHRM-SCP, PHR, or SPHR.

· Experience with workforce planning and talent analytics.

· Experience recruiting in fast-growing environments or for prevailing-wage workforces.

Work Arrangement

While local residency and networks are preferred, this role can be fully remote, with the expectation of traveling to Benchmark’s headquarters in Sterling, Virginia, approximately 20% of the time. These visits support strong relationships with leadership and hiring managers and keep the recruiter connected to the operational heartbeat of the business.
